Chinese Development Assistance Council This council is a joint development of the Singapore Federation of Chinese Clan Associations (SFCCA) and the Singapore Chinese Chamber of Commerce & Industry (SCCCI). Set up on 22 May 1992, the Chinese Development Assistance Council (CDAC) was formally incorporated under the Companies Act and later granted the status of an ‘Institution of Public Character’ by the government. The mission of the CDAC is to nurture and develop the potential of the Chinese community in contributing to the success of a multiracial Singapore.

The CDAC set up the first Student Service Centres (SSC) in Singapore in November 1993. With ten centres around Singapore, total membership was about 23,000 students by May 2005. These centres offer enrichment programs, mentoring programs, exam preparation and motivational workshops, as well as IT- related courses, educational outings and camps. The ten centres organize more than 2,700 activities involving about 100,000 participants each year.
