Cloutier, Frank (unknown– ) Scientist. Frank Cloutier earned his bachelor’s degree in physics at Northeast Louisiana University in 1973. He completed the Advanced Management Program at the University of Hawaii in 1991. During his 29- year career with Hewlett- Packard, he served as R&D manager at Hewlett- Packard Singapore’s Asia Peripherals Division. Cloutier also served on boards and committees of the National Science and Technology Board and Gintic Institute of Manufacturing Technology. Cloutier was awarded the Science and Technology Medal in 1992.
